PAKistan WSIS Youth Caucus

The World Summit on the Information Society (WSIS) is a 2-part UN Summit that takes place in Geneva in 2003 and in Tunis in 2005. The 1st World Summit on the Information Society (WSIS) will be held in Geneva, in December 2003, organized by the United Nations. It seeks to provide a framework for governments, non-government organizations and associations, companies and others to address the following question: What values and actions do we embrace to ensure that the Information Society becomes a vehicle for democracy, justice, equality, and respect for personal and social development?


Young people have been actively participating in the WSIS process so far. The First Preparatory Committee meeting held in Geneva, July 1-5, 2002, saw the formation of the Youth Caucus, bringing together all the young people participating in the meeting to coordinate activities and prepare positions on procedures, and content and themes.

The Pakistan Youth Caucus aims to mainstream Pakistani youth perspectives into civil society, private sector, and government input throughout the WSIS process.

Young people active in the Caucus include members of youth organizations, youth-led small enterprises, and youth movements that operate access centers, run community media initiatives, and develop technology applications; student organizations representing educational concerns; and other young people active at an international level, for example national youth councils, UNESCO-affiliated groups, Independent Media Centers, and World Social Forum youth affiliates. The Pakistan WSIS youth caucus has formed by National Youth-Led NGO “PAK Educational Society (PES)/ Pakistan Development Network (PDN), under the Kind Leadership of Mr. Zeeshan Shoki incollaboration with Youth Creating Digital Opportunity program of TIG, IISD and GKP. Pakistan Youth WSIS Caucus would be a major part of PAKistan National WSIS Campaign Launched by PES/PDN incollaboration with others.

National level processes are also an integral part of the WSIS process. Key objectives of youth participation in processes at a national level include:
 The inclusion of a broader group of young people in consultation about their priority issues and opinions on the Information Society.
 Raising awareness and visibility of the World Summit and youth participation on the national political landscape, ensuring governments are aware of youth concerns and take these with them to the regional and global preparatory process.
 Identification of locally-relevant policy positions for the Youth Caucus

National level processes might take two forms – official government preparations involving a broad range of stakeholder groups, and youth-specific consultations organized by young people themselves.
